Xinhua News Agency, Beijing, June 30 (Xinhua) -- The Political Bureau of the Central Committee of the Communist Party of China (CPC) held a meeting on June 30 to review "Opinions on Several Policy Measures to Support the High-Standard and High-Quality Construction of the Xiong'an New Area." Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.
The meeting pointed out that the establishment of the Xiong'an New Area is a major decision and deployment made by the Party Central Committee with Comrade Xi Jinping at its core to alleviate Beijing's non-capital functions and advance the coordinated development of Beijing, Tianjin, and Hebei. It is a project of great significance for the millennium and a national undertaking. Currently, the focus of the Xiong'an New Area's work has shifted to high-quality construction, high-level management, and the simultaneous pursuit of high-quality relocation and development. The formulation and issuance of a comprehensive set of supporting policies is of great significance for comprehensively promoting the relocation of Beijing's non-capital functions to the Xiong'an New Area, large-scale construction and development, and the high-standard and high-quality construction of the Xiong'an New Area.
The meeting stressed that, combining with the actual needs of the Xiong'an New Area at this stage, targeted support measures should be adopted to address the concerns of relocated personnel. It is necessary to adhere to a steady and orderly approach, proceeding according to capacity, and continuously promoting the implementation and construction of landmark relocation projects in the Xiong'an New Area. Actively explore and follow the laws of urban construction and development, strengthen energy conservation and emission reduction, and reasonably grasp the scale and pace of construction to create "Xiong'an Quality." We must adhere to exploration and innovation, taking the lead in piloting, handling the relationship between the present and the future, and the government and the market, and purposefully promote the implementation of relevant reform and innovation measures in the Xiong'an New Area, optimize the business environment, strengthen technological innovation, develop high-end and high-tech industries, and continuously enhance the Xiong'an New Area's own capacity for construction and development. Focusing on urban governance structure and public service systems, we should strengthen the forward-looking design of the system for the future construction and operation management of the Xiong'an New Area, and actively explore new models of modernized urban governance with Chinese characteristics.
The meeting demanded that Party leadership be implemented throughout the entire process, all fields, and all aspects of the high-standard and high-quality construction of the Xiong'an New Area. Strengthen the Party organizations and leadership teams at all levels in the Xiong'an New Area, adhere to the correct orientation in selecting and employing personnel, and build a high-quality professional cadre team that is politically strong, has a strong sense of reform, high ability and level, is daring to forge ahead, and is honest and clean. Hebei Province should earnestly fulfill its main responsibilities, the Xiong'an New Area should fulfill its local responsibilities, relevant localities should actively provide support, and relevant departments of the central and state organs should actively provide guidance and services. Working together, forming synergy, creatively implementing, conducting phased summaries and evaluations, ensuring that all policies are implemented and effective, and promoting continuous progress and new stages in the construction and development of the Xiong'an New Area.
