Forklift technical transformation involves binding personnel with forklifts using facial and fingerprint recognition to ensure that unauthorized personnel cannot operate forklifts. Key monitoring, speeding alarms, and violation alarms are used to prevent forklift accidents and other major hidden dangers. The demonstration zone's Market Supervision Bureau, in accordance with the deployment of the municipal bureau and the district safety committee, has fully launched the forklift technical transformation "transformation + insurance + sharing." Considering the large number of scattered forklift users, the Market Supervision Bureau organized enterprise heads in different regions to fully demonstrate the advantages of forklift technical transformation through on-site observation and explanation. It organically combines the mid-event prevention and post-event relief functions of special equipment liability insurance with the pre-event prevention and quality improvement functions of technical transformation, using insurance to promote the progress of technical transformation work and effectively solving problems such as weak safety awareness among forklift users, lack of forklift maintenance, and driver violations.
As of now, there are 644 forklifts in use in the Tongzhou Bay Demonstration Zone, with 455 having undergone technical transformation. The technical transformation work in the High-end Equipment Industrial Park and the Dong'an Technology Park has been completed, accounting for 75.3% of the total number of forklift technical transformations. No fatal forklift accidents have occurred this year.
"Binding special equipment operators with equipment"
No person or equipment is missed
Special equipment requires licensed operation. To prevent safety accidents caused by unauthorized personnel, the special equipment supervision cloud platform system developed by the Market Supervision Bureau binds and registers each piece of special equipment. In accordance with relevant superior documents, focusing on high-risk equipment involving people's livelihood, high temperature and high pressure, and containing dangerous chemicals, the focus is on large amusement facilities, elevators in densely populated areas, and other special equipment. Based on risk assessment, key supervision and classified supervision are implemented, clearly listing boiler users, liquefied gas filling stations, and units with a large number of forklifts and lifting machinery as key supervision and inspection targets for 2023. Enterprises are urged to conduct comprehensive maintenance of special equipment, conduct safety education and training for operators, and have unit safety managers upload commitment notices and self-inspection and self-correction information to the special equipment cloud platform, implementing closed-loop management of self-inspection, self-correction, and self-reporting of hidden dangers to ensure that special equipment safety risks are controllable. Innovative methods, such as using Tencent Meetings, are used to guide and assist enterprises in implementing personnel binding and provide targeted implementation measures. Ensure that personnel and bound equipment assume responsibilities in their work, effectively achieving quality improvement through precision and increased efficiency through refinement.
As of now, the demonstration zone has achieved a personnel-equipment binding rate of 76%, temporarily ranking first in the city. No major safety accidents have occurred this year due to unauthorized operation of special equipment or operation of unlicensed special equipment.
Haili Lifting Machinery Accident Emergency Drill
"Three Reals" shows significant results
To improve the emergency response capabilities for major lifting machinery accidents in the demonstration zone, the Market Supervision Bureau, together with special equipment member units and other departments, conducted an emergency drill for large lifting machinery accidents. The drill simulated the handling of a situation at Haili Wind Power Company where a dropped object hit personnel during large lifting machinery operation. It included subjects such as hierarchical information reporting, rescue of injured personnel, and accident scene protection, and had strong pertinence and guidance, serving as a reference sample for handling lifting machinery accidents in the Lingang Industrial Park. The drill strictly followed the occurrence and development of lifting machinery accidents in command and emergency response, covering all major aspects. It not only demonstrated the professional skills of the rescue personnel but also effectively tested the enterprise's emergency rescue mechanism.
Through this drill, eight marine engineering enterprises established a Lingang Industrial Park lifting machinery alliance safety agreement, further standardizing the safe operation standards of the enterprise lifting machinery industry and effectively preventing major accidents and hidden dangers.
