Small Points, Big Civilization - The Demonstration Zone's "Let's Talk Things Over" Consultation and Deliberation Contributes to Rural Governance

Today, we've gathered everyone to discuss how to better promote our village's points-based management system, and to see what other good ideas everyone has." Recently, Dongyu Village in Sanyu Town, Tongzhou Bay Demonstration Zone held a "Good Things to Discuss" consultation meeting, where Ding Yubin, the convener of the Dongyu Village consultation office and Party branch secretary, organized political advisors, party members, cadres, and village representatives for a discussion.

To effectively improve the level of rural governance, Dongyu Village has been actively exploring a points-based management system this year. Through preliminary research, the village's two committees have issued a draft plan, with a total of five categories and 30 implementation details, effectively leveraging village rules and regulations, family education, and family style to create a clean, orderly, livable, and workable rural environment. For example, actively cleaning public areas earns 5 points, actively participating in helping villagers resolve conflicts earns 3 points, and failing to dissuade violations of red and white affairs results in a deduction of 5 points, while deliberately damaging public facilities results in a deduction of 5 points...

"A while ago, I installed streetlights at my doorstep at my own expense, which was convenient for myself, illuminated the path for pedestrians, and also earned me points." "It's clear that the houses and yards of our neighbors are cleaner and tidier, and many families have even planted greenery"... After the promotion of the points-based management system, real changes have taken place in the village, and the village representatives have seen it with their own eyes and are happy about it.

Some village representatives also pointed out that there are currently problems such as "the majority of the permanent residents in the village are elderly people, making it difficult to promote the points-based system" and "the plan has too few items related to human settlement environment governance, and some villagers are not very enthusiastic about participating." Participants in the consultation meeting expressed their opinions.

"We can add content about straw burning bans, which will have a positive effect on improving the human settlement environment." "The points for star-rated clean and civilized households and the most beautiful courtyards should be differentiated, with the latter having higher points." "The reward methods for points redemption can increase the proportion of spiritual rewards, such as publicity through village broadcasts, village bulletin boards, and village WeChat groups"... One insightful suggestion after another emerged, and consensus gradually formed during the heated discussion. After the meeting, the Dongyu Village consultation office compiled and formed a list of consultation suggestions and reported it to the Party committee and government of Sanyu Town, and will also carry out follow-up tracking coordination and implementation work.

Tang Chunhua, a district political advisor, said: "Villagers are willing, and the work has direction. Dongyu Village's pilot program will eventually help to promote the management method in all villages and communities in Sanyu Town."

"Consultation is for the people, and consultation is for the people. Today's activity is of great significance in stimulating the sense of ownership among villagers and allowing them to participate in the construction of livable, workable, and beautiful villages." Shi Xingkai, a municipal political advisor and deputy secretary of the Party working committee of the Tongzhou Bay Demonstration Zone, who participated in the activity, said.

In recent years, the Tongzhou Bay Demonstration Zone has held a total of 345 consultation meetings, collected 997 suggestions, and resolved 619 practical problems, effectively addressing a number of bottlenecks and pain points related to the region's livelihood, significantly improving people's sense of gain, happiness, and security.
