In order to closely link the promotion of invention patent precise cultivation and the goal of strengthening and supporting the growth of enterprises, the Market Supervision Bureau has united multiple departments to promote the high-quality development of patents, incorporating patent development into the "Tongzhouwan Demonstration Zone 2023 Science and Technology Talent Assessment Plan." This allows for a multi-dimensional understanding of the current status of enterprise development, dynamically adjusting the list of "drip irrigation plan" enterprises, and identifying and supplementing enterprises with advanced industries and strong innovation capabilities. 44 "drip irrigation plan" enterprises have been identified and confirmed; a new "one enterprise, two personnel" intellectual property specialist service system has been implemented, taking full responsibility for the cultivation of invention patents for enterprises, to comprehensively, accurately, and real-time grasp the progress of invention patent cultivation, ensuring the high-quality completion of expected goals.

Tailored approach, implementing a "hierarchical" cultivation model

Since the beginning of this year, the Market Supervision Bureau has taken the lead in carefully organizing two high-quality development training sessions on intellectual property rights, seizing the opportunity of the "4.26" Intellectual Property Publicity Week to invite the Tongzhouwan Court and the Nantong Intellectual Property Protection Center for on-site lectures, helping senior management personnel of enterprises to systematically understand policies and measures, eliminate information blind spots, and comprehensively improve intellectual property awareness. For enterprises of different types and levels in the demonstration zone, a practical and innovative "hierarchical" service cultivation model has been implemented, using precise services and attentive guidance to allow enterprises to grasp the direction of intellectual property development. In-depth project guidance and on-site services have been provided to small and medium-sized technology-based enterprises, helping 13 enterprises such as Shangdong Mould to achieve "zero breakthrough" in invention patents; encouraging enterprise technicians and patent agents to hold regular discussions and regular communication, in-depth analysis of authorization prospects, and meticulous polishing of patent texts. The quality of invention patent applications in the demonstration zone has been comprehensively improved, with a pre-examination approval rate of 59%, ranking second in the city; inviting high-quality and efficient service agencies to conduct patent mining services for "flagship leading" enterprises such as Dada Wind Power, customizing three-year development goals and implementation plans for intellectual property rights. Dada Wind Power's invention patents have improved in both quantity and quality. The 5 invention patents submitted in the first half of the year had a 100% pre-examination approval rate and a 100% authorization rate, gradually growing into a major producer of invention patents.

Diligent work, providing "concierge-style" service model

Comprehensively using the intellectual property "toolbox," precise measures are implemented to promote the gathering and tilting of innovative resources towards enterprises, supporting Hengguang New Materials in making comprehensive efforts in project application, standard management, and intellectual property utilization, guiding enterprises to participate in the Jiangsu Provincial Intellectual Property Management Standard Performance Evaluation and the creation of national intellectual property advantage enterprises, and using patent and trademark pledges to obtain 40 million yuan in financing; understanding that the technological enterprises such as China Railway 14th Bureau have seen a concentrated emergence of independent research and development results in recent years, the Market Supervision Bureau actively communicated upwards, smoothing the fast-track review channels for invention patents, compressing the patent review time limit, and successively assisting more than 40 enterprises in the demonstration zone to obtain invention patent authorization through the fast-track channel, with the shortest authorization time compressed to 3 months, using "concierge-style" precise services to promote the further development of intellectual property rights in demonstration zone enterprises.
