On the morning of October 25, Shen Lei, deputy secretary of the Nantong Municipal Committee and secretary of the Political and Legal Committee, led a team to Tongzhou Bay for a special investigation into the demonstration zone's political and legal work and the comprehensive utilization of saline-alkali land.
At the Xin Kaigang Maritime Police Station, Shen Lei learned in detail about the station's historical changes and its work in safeguarding maritime areas, window services, and other aspects of grassroots peace building. The Xin Kaigang Maritime Police Station has undergone "sea-land integration," inheriting the border defense tradition of "three activities," and focusing on the new goals of "good security, good service, and good image" ("three good"), continuously injecting vitality and vigor into public security work. At the demonstration zone court, Shen Lei learned in detail about the basic situation of the source governance work, including pre-litigation mediation procedures, front-end resolution, and proactive services. At the demonstration zone procuratorate, Shen Lei listened to an introduction to the city's concentrated work on intellectual property rights prosecution. Shen Lei stated that Tongzhou Bay has made attempts in grassroots peace building, source governance, and intellectual property rights prosecution, achieving rich experience and good results. He hopes that Tongzhou Bay will further optimize the rule of law business environment, resolutely safeguard the bottom line of peace and stability, continuously consolidate grassroots social governance, and create a safe and stable social environment for high-quality development.

"How are the planting conditions after the improvement of saline-alkali land? What salt-tolerant rice varieties have been planted? What is the yield per mu?" At the Tongzhou Bay saline-alkali land improvement demonstration base, Shen Lei conducted an on-site inspection and learned in detail about the general situation, technical characteristics, and achievements of the Tongzhou Bay saline-alkali land comprehensive utilization project. The base covers a total area of about 5,000 mu and was established in Tongzhou Bay in 2015. It is the earliest demonstration base in the province to plant salt-tolerant rice and form a cultivated land occupation and compensation balance index. It has successively implemented nearly 30 provincial, ministerial, and municipal scientific research projects, including the "Special Project on Rapid Improvement Technology and Standards for Coastal Saline-Alkali Land." In recent years, the demonstration base has established more than 10 core technologies, including a micro-regional ecological cycle system. It has undertaken hundreds of national and provincial regional experimental tasks for indica and japonica rice varieties; it has selected new rice and wheat varieties such as "Hai Pu No. 1," which are more salt-tolerant and suitable for Jiangsu's climate and soil conditions, forming a technical system for improving coastal saline-alkali land with the cultivation of salt-tolerant rice as the main body and wheat, corn, and barley as supplementary crops. Shen Lei gave full affirmation to the base's work on the comprehensive utilization of saline-alkali land and hopes that the base will continue to play a leading and exemplary role, strengthen technical support, adhere to high-standard construction, and strive to do a good job in the comprehensive utilization of saline-alkali land.
