Demonstration zone achieves the province's first visualization of three-dimensional layered registration of sea area usage rights

Recently, Huaneng Yanhai (Nantong) Energy Power Co., Ltd. received the province's first three-dimensional layered registration certificate for sea area use rights. This certificate is the first in the province to include a three-dimensional electronic attachment, marking the transition of Nantong's sea area spatial management from the "planar" era to the "three-dimensional visualization" era.

It is understood that the Huaneng Nantong (Tongzhou Bay) 2x1000,000 kW large-scale clean and efficient coal-fired power project, with a total investment of 8 billion yuan, is located at the east end of the No. 1 dock in the Tongzhou Bay operating area of Nantong Port. It is a supporting and regulating power project in Jiangsu Province during the 14th Five-Year Plan period. The project's drainage pipeline (sea use method: submarine cable pipeline) is 4km long, buried approximately 8.5m below the beach surface. It overlaps with the registered sea area use rights of the Tongzhou Bay New Sea Outlet Phase I channel project and the Tongzhou Bay Yaosha Reclamation Phase II channel project. The traditional two-dimensional management model cannot achieve layered setting of sea area use rights for different sea use methods in the same sea area.

The demonstration zone's resource and regulation bureau, in conjunction with the Nantong Municipal Real Estate Registration Center, applied for a guiding project of the Jiangsu Provincial Natural Resources Science and Technology Project, conducting research on the construction of a three-dimensional layered registration and visualization platform for sea area use rights. It innovatively utilizes "layered sea use + field surveying" to carry out three-dimensional layered registration of vertical space division, establishing a three-dimensional model of maritime property rights as a maritime cadastral map + vertical space diagram. Scanning the certificate's QR code enables three-dimensional visualization of maritime property rights in a three-dimensional real-scene model.

Next, the resource and regulation bureau will continue to deepen project research, use technological innovation to open up channels for related business needs, promote the intensive and economical use and effective protection of sea area resources, improve the level of efficient and innovative real estate registration services, promote further improvement of the demonstration zone's business environment, and ensure high-quality development of the demonstration zone's marine economy.
