Xi Jinping presided over the third meeting of the Central Committee for Comprehensively Deepening Reforms, emphasizing the need to comprehensively advance the construction of a beautiful China and improve the regulatory system and mechanism for naturally monopolistic sectors.

Xi Jinping, General Secretary of the Central Committee of the Communist Party of China (CPC), President of the People's Republic of China, Chairman of the Central Military Commission, and Director of the Central Committee for Comprehensively Deepening Reforms, presided over the third meeting of the Central Committee for Comprehensively Deepening Reforms on the afternoon of November 7, at which the following documents were reviewed and adopted: "Opinions on Comprehensively Promoting the Construction of a Beautiful China," "Opinions on Further Improving the System of the National Budget for State-Owned Capital Operations," "Implementation Opinions on Improving the Regulatory System and Mechanism for Naturally Monopolistic Sectors," "Guiding Opinions on Strengthening the Supervision and Management of Experts' Participation in Public Decision-Making," and "Guiding Opinions on Strengthening Ecological Environmental Zoning and Control."

While presiding over the meeting, Xi Jinping stressed that building a beautiful China is an important goal in comprehensively building a socialist modern country. We must set our sights on basically achieving the goal of a beautiful China by 2035, continuously and deeply advance the tough battle against pollution, accelerate the green transformation of the development model, improve the diversity, stability, and sustainability of the ecosystem, safeguard the safety bottom line, improve the support system, and promote fundamental improvements in the ecological environment. The national budget for state-owned capital operations is an important component of the national budget system. We must improve the system of the national budget for state-owned capital operations, expand its implementation scope, strengthen its functions, improve revenue and expenditure management, and enhance capital efficiency. We must improve the regulatory system and mechanism for naturally monopolistic sectors, strengthen institutional design, improve the regulatory system, enhance regulatory capabilities, strengthen the control of state-owned enterprises over naturally monopolistic sectors, better meet the needs of building a modernized infrastructure system, and better safeguard national security. We must focus on better serving and supporting public decision-making, strengthen the supervision and management of experts' participation in public decision-making, improve the system and mechanism, standardize procedures and standards, strengthen the entire process management, and create an environment for experts to participate in public decision-making where everyone can contribute their talents, is full of vitality, and is clean and upright. Ecological environmental zoning and control plays a fundamental role in the ecological environmental source prevention system. We must strengthen top-level design and improve the institutional system, with the goal of ensuring ecological functions and improving environmental quality, to promote differentiated and precise ecological environmental control in different regions.

Li Qiang, Wang Huning, and Cai Qi, members of the Standing Committee of the Political Bureau of the CPC Central Committee and vice directors of the Central Committee for Comprehensively Deepening Reforms, attended the meeting.

The meeting pointed out that since the 18th National Congress of the CPC, China's ecological civilization construction has undergone historical, transformative, and overall changes in both theory and practice. Based on the new needs of high-quality economic and social development and the new expectations of the people for improved ecological environment, we must increase efforts to solve prominent ecological and environmental problems, focus on ecological civilization institutional construction, give full play to the leading and demonstration role of pioneering exploration, launch nationwide actions, and promote coordination between local and overall efforts, the integration of addressing symptoms and root causes, and the combination of current and long-term goals. We must strengthen organizational leadership, combine local realities with differentiated policies and zoning management, carry out refined construction, and transform the goal of a beautiful China into reality through concrete actions step by step.

The meeting emphasized that budget work reflects the will of the Party and the state. We must uphold and strengthen Party leadership, give full play to the institutional advantages of concentrating efforts on major tasks, focus on promoting the optimization and structural adjustment of the state-owned economy, and guide state-owned capital to concentrate on important industries and key areas related to national security and the lifeline of the national economy, on public services, emergency response capabilities, and public welfare areas related to national interests and people's livelihood, and on forward-looking and strategic emerging industries, so as to better serve the building of a new development pattern and promote high-quality development. We must always adhere to the idea of "living frugally," strengthen the scientific coordination and rational allocation of fiscal resources, reasonably determine the scale of budget revenue and expenditure, coordinate the guarantee and improvement of people's livelihood, and eliminate extravagance and waste. We must adhere to the Budget Law, strengthen budget constraints, promote budget performance management, and give full play to the supervisory role of the National People's Congress.

The meeting pointed out that the network sectors of industries such as electricity, oil and gas, and railways have the attributes of natural monopolies and are key areas of China's state-owned economic layout. We must improve the regulatory system, strengthen regulatory capacity building, and focus on strengthening the supervision of enterprises in naturally monopolistic sectors in implementing major national strategies and plans, fulfilling national security responsibilities, fulfilling social responsibilities, and in terms of their business scope and conduct, so as to encourage enterprises in naturally monopolistic sectors to focus on their main responsibilities and businesses, increase investment in network-type infrastructure by state-owned capital, and improve the security and reliability of backbone networks. We must regulate the scope of monopolistic and competitive businesses in naturally monopolistic sectors to prevent the use of monopolistic advantages to extend to upstream and downstream competitive sectors.

The meeting emphasized that experts are an important intellectual resource for promoting reform and development. We must strengthen the political guidance of the expert team, improve policy support and incentive measures for experts' participation in public decision-making, and fully mobilize the enthusiasm and initiative of experts. We must establish and improve a full-process and full-chain management system from expert selection to assessment and supervision, improve institutional norms for experts' participation in public decision-making in different fields and categories, clarify the responsibilities, rights, obligations, and corresponding responsibilities of experts participating in public decision-making, and encourage these experts to actively advise and offer suggestions for the scientific decision-making of the Party and the government.

The meeting pointed out that in strengthening ecological environmental zoning and control, we must implement the主体功能区战略 (zhǔtǐ gōngnéng qū zhànlüè - main functional area strategy), coordinate with national land spatial planning and use control, focus on regional and basin-specific prominent ecological and environmental problems, improve ecological environmental zoning and control plans, and establish a zoning and classification control strategy from problem identification to solutions. We must implement the main responsibilities of local Party committees and governments at all levels, utilize the achievements of ecological environmental zoning and control, serve the implementation of major national and local development strategies, and scientifically guide various development, protection, and construction activities.

Members of the Central Committee for Comprehensively Deepening Reforms attended the meeting, and responsible comrades from relevant central and state organs attended the meeting as observers.
