On the afternoon of the 5th, Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China, and Chairman of the Central Military Commission, emphasized during his participation in the deliberation of the Jiangsu delegation at the second session of the 14th National People's Congress that we must firmly grasp the primary task of high-quality development and develop high-quality productivity tailored to local conditions. In the face of a new round of technological revolution and industrial transformation, we must seize opportunities, increase innovation efforts, cultivate and expand emerging industries, proactively plan the construction of future industries, and improve the modern industrial system. Developing high-quality productivity does not mean ignoring or abandoning traditional industries. We must prevent a rush to develop, the formation of bubbles, and avoid a one-size-fits-all approach. All localities should proceed from reality, prioritize establishment before demolition, adapt to local conditions, and provide classified guidance. Based on local resource endowments, industrial foundations, and scientific research conditions, they should selectively promote the development of new industries, new models, and new drivers, use new technologies to transform and upgrade traditional industries, and actively promote the high-end, intelligent, and green development of industries.
The Jiangsu delegation's deliberation was enthusiastic and lively. Six representatives, Cui Tiejun, Gao Jifan, Song Yan, Wu Huifang, Wu Xinming, and Sun Jingnan, respectively spoke on issues such as achieving high-level technological self-reliance and self-strengthening, promoting the high-quality development of China's photovoltaic industry, strengthening the protection and inheritance of cultural heritage, building a village of common prosperity, serving the integrated development of the Yangtze River Delta, and carrying forward the spirit of craftsmanship. Xi Jinping occasionally interjected and exchanged views with everyone.
After carefully listening to everyone's speeches, Xi Jinping made a speech. He first stated his agreement with the government work report, fully affirmed the new progress and achievements made in Jiangsu's economic and social development, and hoped that Jiangsu would remain confident, work hard, and bravely shoulder its responsibilities to make greater contributions to the national cause.
Xi Jinping emphasized that Jiangsu has good conditions and capabilities for developing high-quality productivity. We must focus on building a modern industrial system with advanced manufacturing as its backbone, be guided by technological innovation, comprehensively promote the upgrading of traditional industries, the expansion of emerging industries, and the cultivation of future industries, strengthen the deep integration of technological innovation and industrial innovation, consolidate the leading position of traditional industries, accelerate the creation of internationally competitive strategic emerging industrial clusters, and make Jiangsu an important base for developing high-quality productivity.
Xi Jinping pointed out that we should plan further major measures for comprehensively deepening reforms to continuously inject strong impetus into promoting high-quality development and advancing Chinese-style modernization. Focusing on building a high-level socialist market economic system, we should accelerate the improvement of basic market economic systems such as property rights protection, market access, fair competition, and social credit. We should improve and implement the mechanisms of "unwavering adherence to both public and private ownership" and support the development and growth of the private economy and private enterprises to stimulate the endogenous motivation and innovation vitality of all types of economic entities. We should deepen reforms in the scientific and technological system, education system, and talent system to remove bottlenecks and obstacles hindering the development of high-quality productivity. We should continuously build a first-class business environment that is market-oriented, law-based, and internationalized to create new advantages in a higher-level open economy.
Xi Jinping emphasized that since the 18th National Congress of the Communist Party of China, we have implemented a series of regional coordinated development strategies, major regional strategies, and main functional area strategies, which have played an important supporting role in building a new development pattern and promoting high-quality development. Jiangsu should fully integrate into and serve the development of the Yangtze River Economic Belt and the integrated development strategy of the Yangtze River Delta, strengthen its connection with other regional development strategies and major regional strategies, and build innovation chains, industrial chains, and supply chains on a larger scale to better leverage the radiating and driving force of a major economic province on regional and national development.
Xi Jinping pointed out that we must continue to consolidate and strengthen the positive momentum of economic recovery, boost the confidence of the whole society in development, and party and government cadres must first be confident and work hard.
