The second session of the 14th National People's Congress concluded in Beijing

Xinhua News Agency, Beijing, March 11  The Second Session of the 14th National People's Congress concluded on the afternoon of March 11 at the Great Hall of the People in Beijing after successfully completing its agenda. The session approved the Government Work Report, the Report on the Work of the Standing Committee of the National People's Congress, and other reports. The session passed the newly revised Organization Law of the State Council, and President Xi Jinping signed Presidential Order No. 21 to promulgate it.

The closing ceremony was presided over by Zhao Leji, Executive Chairman of the Presidium of the Session. Li Hongzhong, Wang Dongming, Xiao Jie, Zheng Jianbang, Ding Zhongli, Hao Mingjin, Cai Dafeng, He Wei, Wu Weihua, Tie Ning, Peng Qinghua, Zhang Qingwei, Losang Jiangcun, Xuekelati Zakir, and Liu Qi, Executive Chairmen of the Presidium of the Session, were seated at the Executive Chairman's seats on the rostrum.

Xi Jinping, Li Qiang, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi, Han Zheng, and members of the Presidium of the Session were seated on the rostrum.

The meeting had 2956 deputies in attendance, 2900 deputies attended, 56 deputies were absent, and the number of attendees met the legal requirement.

At 3 pm, Zhao Leji announced the commencement of the meeting.

After a vote, the meeting passed the Resolution of the Second Session of the 14th National People's Congress on the Government Work Report. The resolution fully affirmed the work of the State Council over the past year, agreed with the overall requirements, policy orientations, and tasks for economic and social development in 2024 proposed in the report, and decided to approve the report.

After a vote, the meeting passed the newly revised Organization Law of the State Council. This law shall come into effect from the date of its promulgation.

The meeting voted to pass the Resolution of the Second Session of the 14th National People's Congress on the Implementation of the 2023 National Economic and Social Development Plan and the 2024 National Economic and Social Development Plan, decided to approve the report on the implementation of the 2023 National Economic and Social Development Plan and the draft 2024 National Economic and Social Development Plan, and approved the 2024 National Economic and Social Development Plan; voted to pass the Resolution of the Second Session of the 14th National People's Congress on the Implementation of the 2023 Central and Local Budgets and the 2024 Central and Local Budgets, decided to approve the report on the implementation of the 2023 Central and Local Budgets and the draft 2024 Central and Local Budgets, and approved the 2024 Central Budget.

The meeting voted to pass the Resolution of the Second Session of the 14th National People's Congress on the Report on the Work of the Standing Committee of the National People's Congress. The resolution fully affirmed the work of the Standing Committee of the National People's Congress over the past year, agreed with the tasks proposed for the coming year in the report, and decided to approve the report.

The meeting voted to pass the Resolution of the Second Session of the 14th National People's Congress on the Report on the Work of the Supreme People's Court and the Resolution on the Report on the Work of the Supreme People's Procuratorate, and decided to approve these two reports.

Subsequently, Zhao Leji delivered a speech. He said that the Second Session of the 14th National People's Congress successfully completed its agenda. With the joint efforts of all deputies and relevant parties, the session was very successful, building consensus, clarifying tasks, and strengthening confidence. It was a grand session that upheld the banner, focused on practical work, and promoted unity and progress.

Zhao Leji pointed out that during the session, the deputies, shouldering the heavy trust of the Party and the people, performed their duties and responsibilities in accordance with the law with full political enthusiasm and high spirits, carefully deliberating on various reports and proposals. The achievements of the session fully reflect the unity of the Party's propositions and the will of the people, demonstrating the significant advantages of whole-process people's democracy and the fundamental political system of the country.

Zhao Leji said that this year marks the 75th anniversary of the founding of the People's Republic of China and is a crucial year for achieving the goals and tasks of the 14th Five-Year Plan. Seriously implementing the various tasks determined by the session and striving to achieve the goals of economic and social development for the year are of great significance. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, work together with one heart and one mind, unite and strive, and unswervingly advance Chinese-style modernization. We must practice the people-centered development philosophy, develop whole-process people's democracy, fully respect the will, experience, rights, and role of the people, stimulate the enthusiasm and vitality of the whole society for entrepreneurship, innovation, and creation, and gather the strong force of unity and struggle. We must be pragmatic and work hard, overcome difficulties, and strive for success, striving to overcome one difficulty after another, do one practical thing after another, and complete one task after another, constantly realizing the people's yearning for a better life in unity and struggle.

Zhao Leji pointed out that unity and struggle are the only way for the Chinese people to create historical achievements. Let us unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, work together with one heart and one mind, strive for progress, and work tirelessly to comprehensively advance the great cause of building a strong country and national rejuvenation through Chinese-style modernization.

At 3:31 pm, Zhao Leji announced: The Second Session of the 14th National People's Congress of the People's Republic of China is closed. The session concluded with the playing of the national anthem.
