Recently, the Jiangsu Provincial Department of Transportation awarded the Three Harbors Pool No. 1-3 Wharf Project of Nantong Port Tongzhouwan Port Area the title of "2023 Annual Highway and Water Transport Centennial Quality Engineering Creation Demonstration." This is another honor for the project following its selection as the 2023 Jiangsu Provincial Highway and Water Transport Engineering Safe Construction Provincial Demonstration Project.

The Three Harbors Pool No. 1-3 Wharf Project is the starting wharf project of the main port area of the new Tongzhouwan sea outlet. It is Nantong's first 200,000-ton deep-water seaport wharf and the highest-grade deep-water wharf built in Nantong's history. It can accommodate one 200,000-ton and two 50,000-ton bulk carriers simultaneously, with a designed annual throughput of 22 million tons. After completion, the project will meet the urgent needs of large-scale wharf transshipment for industries along the river and coast, accelerating the development of the main port area of the new Tongzhouwan sea outlet.
The project team aims to build a "five first-class" project—first-class in standardization, informatization, intelligence, quality, and reputation—and a high-standard construction site. They have created a complete set of high-quality engineering creation systems centered on standardization, informatization, refinement, and intelligence, with distinct water transport characteristics. They overcame a series of challenges, including poor hydro-meteorological conditions (offshore island operations), numerous windy days (less than 240 effective working days per year), high construction organization difficulty, lack of communication conditions in offshore construction (difficulties in emergency rescue and on-site handling), numerous ships and equipment (high ship management difficulty), high difficulty in underwater pile driving of large-diameter, extra-long steel pipe piles (high requirements for pile frame height and ship stability), large size of prestressed track beams (high prestressed tonnage), and poor pile cap construction conditions (high quality and safety control requirements). They conducted research on the full-process scouring and sedimentation prediction of offshore long-causeway wharf construction, developed a ship construction safety management system for coastal port projects, compiled the group standard "Jiangsu Coastal Port Engineering Ship Construction Safety Management Specifications," and promoted the application of "new technologies, new materials, new equipment, and new processes." Their standardization, greening, and informatization are leading in the province, creating the first full-process standardized precedent for coastal wharf projects nationwide. They have received numerous awards, including the 2022 Provincial Demonstration Project for Safe Construction Sites, the China Port Association Science and Technology Award, and the 2023 Shanghai Municipal Construction Engineering Green Construction Class II Project.
