Xinhua News Agency, Beijing, May 11 - Premier Li Qiang presided over an executive meeting of the State Council on May 11, researching relevant work to effectively reduce the overall logistics costs of society, reviewing and adopting the "Action Plan for the Digital Transformation of the Manufacturing Industry", deploying the nationwide implementation of full-cost insurance and planting income insurance policies for the three major grain crops, and reviewing and adopting the "Draft Fair Competition Review Regulations" and the "Draft Decision of the State Council on Amending the Regulations on National Science and Technology Awards".

The meeting pointed out that modern logistics connects the primary, secondary, and tertiary industries, linking production and consumption, domestic and foreign trade. Reducing the overall logistics costs of society is conducive to improving the efficiency of economic operation. Further optimization of the cargo transportation structure, vigorous development of multimodal transport, deepening reforms in the integrated transportation system, railway freight, and trade circulation, promotion of the digital and green transformation of logistics, addressing shortcomings in bulk commodity logistics, cold chain logistics, and rural logistics, and comprehensively promoting a substantial reduction in logistics costs are all necessary.

The meeting pointed out that the digital transformation of the manufacturing industry is an important measure to promote new industrialization and build a modern industrial system. Based on the diversified and personalized needs of the manufacturing industry, typical scenarios should be explored by industry and field. Accelerate core technology research and development and the promotion and application of achievements, and carry out work on equipment networking, protocol recognition, standard setting, and platform construction. Support for the digital transformation of small and medium-sized enterprises should be increased, organically combined with large-scale equipment renewal actions and the implementation of technical transformation and upgrading projects, and public service platforms should be improved to explore the formation of a long-term mechanism for promoting the digital transformation of small and medium-sized enterprises.

The meeting pointed out that expanding the implementation scope of full-cost insurance and planting income insurance for the three major grain crops from major grain-producing counties to the entire country is conducive to further stabilizing the income of grain farmers and improving the agricultural disaster prevention, mitigation, and relief capacity. Strengthen inter-departmental coordination, timely and full allocation of premium subsidies, and strengthen financial supervision to prevent arrears, withholding, and misappropriation of subsidies. Guide underwriting institutions to optimize insurance product design and claims services to ensure that claims can be processed quickly and fully in the event of an accident, effectively enhancing farmers' sense of gain.

The meeting reviewed and adopted the "Draft Fair Competition Review Regulations", pointing out that fair competition is a fundamental principle of the market economy and an objective requirement for building a unified national market. Focusing on issues that are currently prominent in the market, refine and improve the rules for fair competition review, and work to break down regional blockades and industry monopolies to create a good environment for all types of operators to participate fairly in market competition. The meeting also reviewed and adopted the "Draft Decision of the State Council on Amending the Regulations on National Science and Technology Awards".

The meeting also discussed other matters.
