Recently, trainees from the Nantong Municipal Party School's 2024 spring semester Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era special training class conducted field research on modern marine city construction in areas such as the Tongzhouwan High-end Coastal Industrial Park. Through on-site visits and discussions, they gained a detailed understanding of coastal areas' progress in modern marine city construction.

Why was this research topic chosen? Gu Liuzhong, the head of the research team and chairman of the Rugao Municipal Committee of the Chinese People's Political Consultative Conference, explained that building a modern marine city is not only a national strategy and a provincial requirement, but also necessary for our city to build a new development pattern. Nantong City issued the "Action Plan for Promoting High-Quality Development of the Ocean Industry and Accelerating the Construction of a Strong Marine City" in November 2023, further clarifying the direction of work. Therefore, we must leverage local strengths, identify the entry points for modern marine city construction, make full use of our advantageous location and resources with access to both rivers and the sea, and accelerate the construction of a modern marine city with distinct river and sea characteristics.
The construction of a modern marine city first requires industrial support, and coastal areas have gathered a number of major industrial projects worth over 10 billion yuan. The research team members gained a lot. Cai Zhonglin, deputy director of the Municipal Emergency Management Bureau and a member of the research team, previously worked on major project promotion at the Municipal Development and Reform Commission. He witnessed the implementation and construction of major projects in coastal areas in recent years. This research gave him a deeper understanding of the positive interaction between the implementation of major projects in coastal areas, industrial upgrading along the river, and innovation gathering in the river and sea areas.

The construction of a modern marine city cannot be separated from the support of an integrated transportation system. Nantong has transformed from having a sea but no port or waterway to having large ports and high-level waterways, with various transportation modes such as roads, railways, and waterways converging, opening up channels for development towards the sea. The overall plan for Nantong Port has been approved, clarifying the overall pattern of "one port and four zones," and the construction of the Tongzhouwan Port area along the coast is accelerating. Nantong is leveraging its unique advantages of access to both rivers and the sea, combining a golden coastline with a golden waterway, to gather resources and support high-quality development on a larger scale.
Members of the research team stated that they would use this research activity as an opportunity to continuously transform the learning outcomes into the driving force and effectiveness of their work, actively integrate into and serve the overall economic and social development of the city, and contribute wisdom and strength to the new practice of Chinese-style modernization in Nantong.
