Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China, and Chairman of the Central Military Commission, chaired a roundtable with enterprises and experts in Jinan, Shandong Province on the afternoon of May 23 and delivered an important speech. He emphasized that the 20th National Congress of the Communist Party of China has drawn a grand blueprint for the comprehensive construction of a socialist modern country and established the central task of comprehensively promoting the great cause of building a strong nation and national rejuvenation through Chinese-style modernization. To further comprehensively deepen reforms, we must closely focus on the theme of advancing Chinese-style modernization, highlight the key points of reform, firmly grasp the value orientation, pay attention to methods and approaches, and add impetus to the completion of the central tasks and the realization of strategic goals.

Wang Huning, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People's Political Consultative Conference, and Cai Qi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and director of the General Office of the CPC Central Committee, attended the roundtable.
At the roundtable, nine representatives from enterprises and experts, including Liu Mingsheng, chairman and secretary of the Party Leadership Group of the State Power Investment Group Corporation; Zuo Ding, chairman and secretary of the Party Committee of Shenzhen Capital Group Co., Ltd.; Ding Shizhong, chairman of the board of directors of Anta Sports Products Ltd.; Xu Guanju, chairman of Zhejiang Chuang Hua Group Co., Ltd.; Xu Daquan, president of Bosch (China) Investment Ltd.; Fung Kwok-King, chairman of the Fung Group; Zhou Qiren, professor at the National Development Institute of Peking University; Huang Hanquan, president of the Chinese Academy of Macroeconomic Research; and Zhang Bin, deputy director of the Institute of World Economics and Politics of the Chinese Academy of Social Sciences, delivered speeches on deepening power system reform, developing venture capital, using technology to transform and upgrade traditional industries, establishing a sound governance system for private enterprises, optimizing the business environment for foreign-invested enterprises, promoting Hong Kong's better integration into the new development pattern, enhancing the people's sense of gain from reform, promoting integrated urban-rural development, and improving the macroeconomic governance system, among other issues. During the speeches, Xi Jinping engaged in in-depth exchanges with everyone, creating a lively and enthusiastic atmosphere.
After listening to everyone's speeches, Xi Jinping delivered an important speech. He stated that when the Party Central Committee makes major decisions and formulates important documents, it conducts in-depth investigations and research and widely solicits opinions from all sides. This is a consistent practice and fine tradition of our Party. Relevant departments should carefully study and absorb the opinions and suggestions put forward by everyone on further comprehensively deepening reforms.
Xi Jinping pointed out that reform is the driving force of development. To further comprehensively deepen reforms, we must set our sights on the overall goal of improving and developing the Chinese socialist system with distinctive features and advancing the modernization of the national governance system and capacity, closely focusing on advancing Chinese-style modernization, adhering to the combination of goal-orientation and problem-orientation, addressing problems directly and making targeted reforms, resolutely eliminating ideological concepts and institutional mechanisms that hinder the advancement of Chinese-style modernization, focusing on resolving deep-seated institutional obstacles and structural contradictions, and continuously injecting strong impetus and providing strong institutional guarantees for Chinese-style modernization.
Xi Jinping emphasized that in further comprehensively deepening reforms, we must grasp the principal contradiction and its principal aspect. We must uphold and develop our fundamental economic system, build a high-standard socialist market economic system, improve the macroeconomic governance system and the institutional mechanisms for promoting high-quality development, improve the supporting institutional mechanisms for comprehensive innovation and integrated urban-rural development, further liberate and develop social productive forces, enhance social vitality, and promote better adaptation between the relations of production and the productive forces, and between the superstructure and the economic base. Economic system reform should proceed from practical needs, start with the most pressing issues, and deepen theoretical innovation and promote institutional innovation in addressing practical problems. Reforms in other areas should also focus on overall and strategic issues in planning reform measures, achieving overall coordination and focus.
Xi Jinping pointed out that the people's yearning for a better life is our goal of struggle. Grasping reform and promoting development ultimately boils down to enabling the people to live better lives. We must plan and advance reforms from the overall, fundamental, and long-term interests of the people, follow the Party's mass line in the new era, and focus on finding the starting points and breakthroughs for reform in the people's urgent needs and concerns regarding employment, income increase, schooling, medical care, housing, administrative services, childcare and elderly care, and the safety of life and property, launching more reform measures that address the people's urgent needs and aspirations, doing more practical things that benefit the people, warm their hearts, and meet their wishes, so that reforms can bring the people a greater sense of gain, happiness, and security.
Xi Jinping emphasized that reform involves both demolition and construction. If we follow the right principles, we can achieve twice the result with half the effort; if we don't, we will achieve half the result with twice the effort, or even produce negative effects. We must adhere to the principle of upholding the truth and seeking innovation. No matter how reforms are carried out, the fundamental aspects of upholding the Party's overall leadership, upholding Marxism, upholding the path of socialism with Chinese characteristics, and upholding the people's democratic dictatorship must not be shaken. At the same time, we must dare to innovate, improve and implement the reforms that should be made and can be made, and resolutely implement them once we have identified them. Reforms should pay more attention to systematic integration, adhere to the principle of planning and promoting reforms with a global perspective and systematic thinking, strengthen the coordination and matching of various reform measures, promote the concerted efforts of reforms in various fields and aspects, enhance overall effectiveness, and prevent and overcome the phenomenon of going their own way and hindering each other. Reforms should focus on planning, but even more on implementation. We must implement reforms with the spirit of driving in nails, being proactive and steady, clarifying priorities, grasping timing, degree, and effectiveness, doing our best and acting within our capabilities, and not losing touch with reality.
