Xinhua News Agency, Beijing, June 5 -- On the morning of June 5th, the State Council held its eighth thematic study session on the topic of "Deeply Implementing the State Council Organization Law and Steadily Advancing the Construction of a Government Under the Rule of Law." Presiding over the session, Premier Li Qiang stressed the need to deeply study and implement Xi Jinping's Thought on the Rule of Law and the strategic deployment of the Party Central Committee on comprehensively governing the country according to law. He emphasized using the implementation of the State Council Organization Law as an opportunity to further enhance the ability to promote work and solve problems using the rule of law thinking and methods, and to steadily advance the construction of a government under the rule of law.

Ma Huaide, President of China University of Political Science and Law, gave a lecture. Vice Premiers Ding Xuexiang and He Lifeng, and State Councilor Wu Zhenglong, gave exchange speeches.

After listening to the lecture and exchange speeches, Li Qiang pointed out that the construction of a government under the rule of law is a key task and the main project of comprehensively governing the country according to law. The newly revised State Council Organization Law provides a more solid guarantee for the State Council to perform its duties according to the Constitution and law, and to strengthen the construction of a government under the rule of law. In recent years, the construction of a government under the rule of law has made positive progress. In the face of new situations and tasks, government personnel must further enhance their awareness of the rule of law, improve their legal capabilities, cultivate the habit of the rule of law, ensure that government work is always conducted within the framework of the rule of law, and better implement the deployments of the Party Central Committee and meet the expectations of the people.

Li Qiang pointed out the need to promote scientific legislation, accelerate the filling of legislative loopholes and blank areas, ensure that administrative actions are based on law, and promptly revise or abolish laws and regulations that do not meet the requirements of reform and development. A problem-oriented approach should be adopted, promoting more "small, fast, and efficient" legislation that is targeted to help enterprises and the public truly solve practical problems. Strict, standardized, just, and civilized law enforcement should be adhered to, with both strength—insisting on the principles of "laws must be followed, law enforcement must be strict, and violations must be investigated"—and warmth, employing flexible and humane law enforcement methods when necessary, to create a fair and just development environment. The implementation of the administrative discretionary power benchmark system should be accelerated to ensure that the standards for punishing various illegal acts are unified, the procedures are just, and the results are reasonable. Supervision should be improved, and the system of checks and balances and supervision of administrative power should be strengthened. This includes proactively accepting supervision from all sides, improving administrative supervision, and cultivating the habit and self-awareness of exercising power under conditions of supervision, so that government work is always conducted transparently.

Li Qiang stressed the need to guide cadres to continuously improve their ability and level of administering according to law, give play to the exemplary role of leading cadres, strengthen education and training, adjust and optimize relevant laws, regulations, and administrative normative documents around the promotion of "efficiently handling one matter," and continuously promote efficient and lawful handling of affairs.
