On the afternoon of June 11, Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China, Chairman of the Central Military Commission, and Director of the Central Committee for Comprehensively Deepening Reforms, presided over the fifth meeting of the Central Committee for Comprehensively Deepening Reforms. The meeting reviewed and adopted several documents, including "Opinions on Improving the Modern Enterprise System with Chinese Characteristics," "Guiding Opinions on Improving the Income Security Mechanism for Grain Farmers and the Benefit Compensation Mechanism for Major Grain-Producing Areas," and "Several Opinions on Building a Globally Competitive Open Environment for Technological Innovation."

While presiding over the meeting, Xi Jinping emphasized that improving the modern enterprise system with Chinese characteristics requires focusing on leveraging the advantages of the socialist system with Chinese characteristics, strengthening Party leadership, improving corporate governance, and promoting the establishment of a modern enterprise system in enterprises with clear property rights, well-defined responsibilities and powers, separation of government and enterprises, and scientific management, thereby fostering more world-class enterprises. To stabilize grain production and ensure food security, it is necessary to protect and motivate farmers' grain production and local governments' efforts in grain production. We must improve the income security mechanism for grain farmers and the benefit compensation mechanism for major grain-producing areas, enhance policy precision and effectiveness, and consolidate the foundation for food security. We must adhere to the principle of promoting innovation through opening up, improve the institutional mechanisms for opening up science and technology, improve the globally-oriented innovation system, actively integrate into the global innovation network, highlight key areas and key links, and make up for shortcomings in the system of open innovation.

The meeting pointed out that improving the modern enterprise system with Chinese characteristics requires respecting the status of enterprises as the main body of operation, adhering to a problem-oriented approach, and adopting differentiated policies and guidance based on the size, development stage, and ownership of enterprises. It is necessary to strengthen the Party's overall leadership over state-owned enterprises, improve the institutional mechanisms for Party leadership over state-owned enterprises, promote the strict implementation of responsibilities by state-owned enterprises, improve the modern corporate governance of state-owned enterprises, and strengthen the supervision and management of state-owned capital. It is necessary to encourage qualified private enterprises to establish modern enterprise systems, improve the corporate governance structure, regulate shareholder behavior, strengthen internal supervision, improve risk prevention mechanisms, pay attention to the leading role of Party building, and improve internal management levels.

The meeting emphasized that improving the income security mechanism for grain farmers and the benefit compensation mechanism for major grain-producing areas requires placing greater emphasis on improving comprehensive agricultural productivity, improving the policy system of prices, subsidies, and insurance, innovating ways to increase efficiency in grain operations, improving the reward and incentive system for major grain-producing areas, exploring multi-channel benefit compensation methods between production and sales areas, and improving the support and protection system for grain production. Substantial progress must be made in establishing inter-provincial horizontal benefit compensation mechanisms, and major grain-producing areas, major grain-consuming areas, and areas with balanced grain production and consumption must fulfill their shared responsibility for ensuring food security. Support for small farmers and new agricultural business entities must be coordinated, and policy support, service guidance, and benefit linkages must be strengthened to promote the organic integration of small farmers and modern agricultural development.

The meeting pointed out that building a globally competitive open environment for technological innovation requires combining "going global" and "bringing in," expanding international scientific and technological exchanges and cooperation, striving to build partnerships for mutual benefit and cooperation, and proactively planning and participating in global scientific and technological governance. It is necessary to strengthen the construction of an internationalized scientific research environment, focus on the practical concerns of scientific researchers, address prominent issues, and ensure that talent is attracted, retained, and effectively utilized. It is necessary to continuously improve the system of scientific and technological security and risk prevention mechanisms, and build a solid security bottom line in an open environment.
