“We are the first Chinese company in the industry to achieve a quality standard of level 1.” Entering Nantong Xinghan Machinery Co., Ltd., it’s hard to imagine that a champion enterprise is hidden in a factory occupying only 25 mu of land. Xinghan Machinery is dedicated to the research and development and manufacturing of high-end CNC gear grinding machines with five or more axes, with applications covering well-known automobile brands such as SAIC, BYD, Geely, NIO, and Xiaomi, and customers all over the world. Factory director Tang Jun told reporters that the company originally rented factory buildings in Shanghai for production, and relocated to Tongzhou Bay in 2016. Here, there is great development space and a good business environment, allowing the company to focus on R&D and production. “Last year, we sold 100 complete machines, and this year’s sales are expected to exceed 200.”

How much traction can a steel rope have? The steel rope strength of Junwei Steel Rope Fittings (Jiangsu) Co., Ltd. can reach the industry's highest level of 2160, and a rope with a diameter of 66 mm can have a strength of up to 450 tons—approximately the weight of more than 110 adult elephants. Focusing on different application scenarios to forge a steel rope, Junwei has also broken the international monopoly and developed special steel ropes that can be used for deep-sea exploration—17,000 meters long without joints, and corrosion-resistant and rust-proof. “Last year, we added 600 new users, and our products are sold to the Middle East and Russia, with sales reaching 220 million yuan, an increase of 80.8%, and sales revenue is expected to exceed 300 million yuan this year.” Enterprise head Song Ziwu introduced that the company's workshop is also undergoing a comprehensive upgrade and will achieve “lights-out production.” “Next time you come, there will be very few workers in the workshop.”

The Haitai Changjiang Tunnel is a key cross-river channel project in the “14th Five-Year Plan” clearly stated in the “Layout Plan for Changjiang River Trunk Line Cross-River Channels,” and is currently the longest and largest underwater shield tunnel in China, known as the “No. 1 Tunnel in the Ten Thousand Li Changjiang River.” Little known is that the key tool for the underwater excavation of the Haitai Tunnel—the shield machine—will be born in Tongzhou Bay. “We are the first high-end equipment entity central enterprise to settle in Tongzhou Bay, and the only large shield base named ‘China Railway Construction.’ ” Hu Jixin, secretary of the workshop party committee of China Railway Construction’s large shield base, introduced that the larger the diameter of the shield machine, the higher the requirements for the motor and hydraulic system. The large shield machine custom-made for the Haitai Tunnel has a diameter of over 16.3 meters, setting a record since the base’s commissioning. “We are confident that we can build this large shield machine in 10 months to help Nantong become even ‘better connected.’

Moving towards the “new,” striving for the first and creating the unique, in Tongzhou Bay, a new industrial landscape is growing. The photovoltaic component ultra-thin, ultra-high-transparency panel and backplane production base project invested and constructed by the world's largest photovoltaic glass manufacturer, Fu莱特, is under construction, with a total investment of over 10 billion yuan, and the first kiln will be put into production in August this year. The project leader introduced that after full production, the annual production capacity will reach 2.5 million tons, the project’s process technology is internationally leading, and the unit energy consumption and emissions are the lowest in the industry.

In the interview, when asked why companies choose Tongzhou Bay, the answer is almost always two points: locational advantages and business environment.

In 2019, the Central Committee of the Communist Party of China and the State Council issued the “Development Plan Outline for the Yangtze River Delta Integration,” which clearly proposed “planning and constructing a new Yangtze River container shipping outlet in Tongzhou Bay, Nantong.” The provincial coastal region high-quality development work conference held not long ago emphasized the need to “further tap the port potential of Tongzhou Bay” and “build the Tongzhou Bay Yangtze River container shipping new outlet to a high standard.” The Nantong Municipal Party Committee and Municipal Government regard the construction of the “Tongzhou Bay Petrochemical Dual-Circulation Base” and the “Joint Construction of the Yangtze River Estuary Industrial Innovation Collaborative Zone” as “two major ideas” for planning long-term development.

What is exciting is that the dream of the “Tongzhou Bay Petrochemical Dual-Circulation Base” has become a reality. On May 9, Lanhai New Materials Company, wholly-owned by China National Petroleum Corporation with a registered capital of 8 billion yuan, was officially registered and established. It will rely on the advantages of “deep-water port + vast hinterland” to build a high-end petrochemical new materials industrial base, a China Petroleum innovation technology incubation base, and a benchmark demonstration zone for fine petrochemicals, biomanufacturing, and intelligent manufacturing, creating a product giant and a globally influential petrochemical new materials highland. According to statistics, including the China Petroleum Lanhai New Materials project, there are over 70 industrial projects under construction in Tongzhou Bay, with a total investment of over 100 billion yuan.

“We will go all out to grasp projects, cultivate superior industries, and increase the total volume.” Lu Zhong Hua, secretary of the Tongzhou Bay Demonstration Zone Party Working Committee, said that they will continue to carry forward the practical spirit of enthusiastic competition and passionate entrepreneurship, and promote the achievement of “three improvements” and “three breakthroughs”—accelerating the improvement from traditional park construction to industrial cluster construction, from simple large project introduction to the cultivation of industrial chain leading enterprises, and from the functional construction of small areas to serving the development of greater Tongzhou Bay; achieving breakthroughs in the construction of the Tongzhou Bay Petrochemical Dual-Circulation Base to promote the implementation of national strategies, breakthroughs in major port-based industrial projects to help the integrated development of port, industry, and city, and breakthroughs in high-level regional cooperation platforms to build a new landmark for Jiangsu’s marine industry development, so that Nantong can bravely shoulder its responsibilities and create more vibrant “new growth points,” and contribute the strength of Tongzhou Bay to Jiangsu’s development of the ocean and its pursuit of maritime strength.
