In November 2013, the 18th National Congress of the Communist Party of China, which had epoch-making significance, was convened, and the magnificent and vigorous comprehensive deepening reform was thus launched. "This is a profound transformation of ideology and theory. In April 2013, after in-depth thinking and research and widely soliciting opinions from various parties inside and outside the Party, the Central Political Bureau decided that the Third Plenary Session of the 18th Central Committee would study the issue of comprehensively deepening reform and make a decision, grasping the issue that most concerns the whole society and also mastering the historical initiative of the development of the Party and state's cause.

Reform and opening up are the organic unity of upholding the right principles and making innovations; only in this way can we ensure that the cause of reform and opening up will steadily advance far. General Secretary Xi Jinping stressed: "Our reforms are reforms that continuously advance on the path of socialism with Chinese characteristics; we will neither follow the old path of closure and rigidity, nor the evil path of changing our banners and flags." A Clear Problem Orientation

 

Problems are the voice of the times, and adhering to a problem orientation is a prominent characteristic of Marxism. At last year's National People's Congress, General Secretary Xi Jinping, while participating in the Jiangsu delegation's deliberations, mentioned a document concerning the "cultivation of a batch of key bases for 'one county, one industry'" that he had reviewed: "After reading it, I frowned. It's not a good idea to set targets for this. Whether a county should rely solely on one industry for development requires in-depth investigation. One cannot simply make a sweeping decision, allocate funds, and designate this place to specialize in raising chickens, that place in growing mushrooms, and another in textiles. That would surely lead to failure." These simple yet profound words highlight the importance of addressing practical problems through investigation and research. Therefore, adhering to a problem-oriented approach and conducting comprehensive and in-depth investigation and research are closely intertwined. The "Decision of the Central Committee of the Communist Party of China on Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics and Advancing the Modernization of the National Governance System and Capacity," adopted at the Fourth Plenary Session of the 19th CPC Central Committee, focuses on upholding and improving the fundamental, basic, and important systems supporting the socialist system with Chinese characteristics, and deploying major institutional and mechanism reforms that need to be deepened and key tasks that need to be advanced. This is a further deployment of the work of comprehensively deepening reforms, making the comprehensively deepening reforms more systematic in strategic layout around the overall goal.
