Demonstration Zone holds monthly economic operation analysis meeting and bimonthly financial and taxation work meeting

Lu Zhong Hua stressed the need to focus on potential indicators, implement precise policies, and promote sustained positive economic operation. We need to meticulously conduct economic operation monitoring and scheduling, enhance the accuracy of our work through analysis and judgment, and make every effort to make up for shortcomings in indicators. We must unswervingly serve enterprises well, provide guarantees for production factors and assist enterprises in overcoming difficulties, solve the most urgent and critical problems for enterprises, ensure full-capacity production, and promote the full release of enterprise production capacity and increased contributions. We should improve the work of replacing old with new and equipment upgrades to further drive consumption of bulk commodities and release the consumer demand of residents.

We must keep a close eye on the annual goals, expand the tax base, and work together to stabilize the basic financial resources. Relevant functional departments should establish a mechanism for collaborative governance and information sharing of taxes and fees, accelerate the optimization and revitalization of idle and inefficient assets within the zone, actively seek funds such as special bonds and transfer payments from higher levels to promote "opening up new sources of revenue", continuously strive to increase revenue, and make every effort to expand financial and tax resources. We must resolutely implement the requirements of practicing thrift and frugality, matching expenditures to income, strictly controlling expenditures, working to improve governance capabilities, and effectively promoting "reducing expenditures".

We must adhere to a "client-oriented" mindset, enhance our work style, and strive to create the best business environment. Leading cadres should proactively take the lead, serve as "chief commissioners", treat the difficulties of enterprises and the masses as their own difficulties, and promptly and empathetically help enterprises implement feedback issues. We must improve the quality and efficiency of departmental services, enhance the working ability and style of cadres, establish a mechanism for supervising and responding to enterprise demands, and put the work concept of "responding to all requests and not disturbing without reason" into practice.

Shi Hong Jie pointed out the need to further strengthen confidence in development, accurately grasp the current economic situation, identify gaps by focusing on goals, set measures through benchmarking, earnestly carry out various aspects of economic operation, continuously increase efforts to seek support from higher levels in terms of finance, study land transfer measures, do a good job in resource revitalization, increase the attraction of science and technology innovation projects, and ensure that all work reaches a new level.

At the meeting, relevant departments reported on the status of various economic operation indicators in the first half of the year, existing shortcomings and the next steps to be taken, the situation of financial and tax work in the second quarter and income arrangements for the second half of the year, and the completion of work on industrial upgrading, resource optimization, and technological innovation.
