On July 29, the demonstration zone held a plenary (expanded) meeting of the safety committee. Shi Hongjie, deputy secretary of the Party Working Committee, director of the Management Committee, and director of the Safety Committee of the demonstration zone, attended the meeting and emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important expositions and instructions on safety production, fully implement the decisions and deployments of the central, provincial, municipal, and demonstration zone authorities, and promote the in-depth advancement of the fundamental attack and resolution of safety production, the "one-thing" full-chain governance, and other key tasks throughout the zone, effectively responding to the safety risks of high temperatures and flood seasons, and effectively maintaining the overall safety and stability of the zone.

Shi Hongjie pointed out that this year is the first year of the three-year action plan for the fundamental attack and resolution of safety production. All departments and units must deeply learn from the lessons of accidents, keep the heavy responsibility of safety production in mind, on their shoulders, and in their hands, and solidly advance the safety governance of key areas such as construction, road traffic, marine fisheries, and fire protection, focusing on the full-chain governance of six "one-thing" projects: gas safety, electric bicycles, "factories within factories," chemical and hazardous chemicals, high-rise building fire protection, and external wall external insulation materials, and making every effort to improve the safety governance of small venues in the community, continuously tightening and strengthening the strict prevention and control line of safety work.

Shi Hongjie stressed the need to closely follow the deployment requirements of the province and city, consolidate the responsibilities of all parties, fully implement the demonstration zone's leadership linkage system, strengthen departmental regulatory responsibilities, and consolidate the main responsibilities of enterprises; to strengthen grassroots forces, improve the working mechanism of "one team managing safety and fire protection," strengthen the construction of three teams: government-affiliated professional fire rescue teams, professional rescue teams, and technical experts, and continuously improve emergency rescue capabilities; to build a consensus on joint governance, continuously carry out safety publicity activities, improve the reward system for reporting, and promote "everyone talks about safety, everyone knows how to respond to emergencies," building a solid "copper wall and iron wall" of safety production.

Shi Hongjie demanded that efforts be made to do a good job in early warning and monitoring, strictly implement the requirements of advance response and upgraded response, establish an efficient meteorological disaster early warning linkage mechanism, make full use of emergency broadcasting and other media, and ensure that early warnings reach villages, households, and individuals in a timely manner; strengthen the control of weak links, adopt "human defense + technical defense" to strengthen the investigation and disposal of hidden dangers in key areas such as seawalls; and carry out solid emergency rescue preparations, prepare sufficient rescue materials and equipment, and with a sense of responsibility that is "always uneasy," make every effort to win the proactive battle of disaster prevention, mitigation, and relief.

At the meeting, the demonstration zone's safety committee office reported on the safety production work in the zone since the beginning of the year, and Sanyu Town, the Construction and Transportation Bureau, and the Comprehensive Law Enforcement Bureau exchanged speeches.

Li Pei, member of the Party Working Committee of the demonstration zone and executive deputy director of the Safety Committee, presided over the meeting, which was attended by members of the Party Working Committee and the main persons in charge of 38 member units of the Safety Committee.
