Xinhua News Agency, Beijing, July 19—Premier Li Qiang presided over an executive meeting of the State Council on July 19, studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, researching measures to increase support for large-scale equipment upgrades and the trade-in of consumer goods, and reviewing and adopting the "Draft Regulations on the Resettlement of Retired Military Personnel".

The meeting pointed out that large-scale equipment upgrades and the trade-in of consumer goods have strong driving and leading effects, and increasing policy support will help better unleash the potential of domestic demand. The meeting decided to allocate funds from ultra-long-term special government bonds in a coordinated manner to further promote large-scale equipment upgrades and the trade-in of consumer goods. Optimize the support methods for equipment upgrade projects, expand the scope of support to equipment upgrades in the fields of energy, power, and old elevators, as well as energy efficiency, carbon reduction, and safety transformation in key industries, lower the application threshold, and simplify the approval process. Support the scrapping and upgrading of old operating vessels and old operating trucks, increase subsidies for the upgrading of agricultural machinery and new energy buses, and increase the proportion of financial subsidies for equipment upgrade loans. Support local governments in enhancing their ability to trade in consumer goods, increase subsidies for the scrapping and upgrading of automobiles and the trade-in of home appliances, and implement financial support policies for the recycling and processing of discarded electrical and electronic products. Create a good market environment, treat enterprises of different ownerships and registered locations equally, and ensure that policies are implemented effectively.

The meeting pointed out that doing a good job in the resettlement of retired military personnel is of great significance. We must thoroughly implement the decisions and deployments of the Central Committee of the Communist Party of China, adapt to changes in the structure and needs of retired military personnel, further improve the scientific and standardized level of resettlement work, and better protect the legitimate rights and interests of retired military personnel. We must continuously improve the resettlement mechanism, optimize resettlement methods, encourage and support retired military personnel in employment and entrepreneurship, strive to achieve proper resettlement, reasonable use, making the best use of personnel, and everyone finding their place, and fully utilizing the role of retired military personnel.

The meeting emphasized that the Third Plenary Session of the 20th Central Committee of the Communist Party of China has made systematic deployments for further comprehensively deepening reforms and promoting Chinese-style modernization. We must take the study and implementation of the spirit of the plenary session as a major political task in the current period and for some time to come, and resolutely implement various reform tasks. In accordance with the Party Central Committee's decisions and deployments on economic work, we must do a solid job in the second half of the year and unswervingly achieve the goals of economic and social development for the whole year.
