Lu Zhong Hua convened a key work scheduling meeting on investment attraction and industrial upgrading.

On August 24, Lu Zhong Hua, the Party and Government Committee Secretary, convened a meeting to review the progress of key objectives in attracting investment and cultivating industries for each unit and department in the first half of the year, analyze existing problems, and explore solutions. The meeting emphasized the need to thoroughly study and implement the spirit of the 20th Session of the Third Plenary Session of the 19th Central Committee of the Communist Party of China, combine the implementation of the spirit of the city's economic situation analysis meeting and the requirements of Secretary Wu Xinming's visit to the district, plan and deploy work measures for the second half of the year with high standards, further strengthen confidence and determination, increase pressure and strive for progress, and make greater contributions to the city's "fight in the third quarter and win the whole year" campaign.

Lu Zhong Hua stressed, We must focus on attracting investment, and strive to accelerate the implementation of high-quality projects. We must always regard investment attraction as the "top priority project", strengthen the sense of responsibility and urgency to ensure that the target tasks are accomplished, focus on the aggregation of leading industrial clusters, accelerate the processing of investment information, strictly control the review process, and promote the rapid signing and implementation of a number of mature projects in hand. We should strengthen research on new productive forces, target the subdivided industrial sectors, further expand our horizons, improve our skills, accelerate the breakthrough of a number of scientific and technological innovation projects and foreign investment projects, and conduct in-depth research on industries and project attraction.

We must focus on cultivating industries, and promote the continuous growth of enterprises through high-quality services. Based on the industrial layout of the demonstration zone, we will promote the full production and expansion of existing enterprises, encourage more enterprises to be included in the statistics, accelerate the cultivation of new economic growth points, and promote the improvement and efficiency of the industrial economy. We should establish a "customer-oriented" mindset, conduct regular visits to enterprises, provide enterprises with "à la carte" policy guidance and precise services throughout the entire cycle from construction to production, continuously strengthen the guarantee of various elements, improve service efficiency, optimize the business environment, and boost the confidence of enterprises in development.

We must focus on ensuring responsibility implementation, and complete the annual goals with a solid work style. All units and departments must assume their responsibilities, demonstrate their dedication and pragmatism, and continuously overcome difficulties with greater determination, more practical measures, and a sense of responsibility to do as much as possible. We must truly win the initiative in development through proactive work, achieve the predetermined goals of striving for advanced positions through solid work results, and make every effort to shoulder the heavy responsibilities for the development of the demonstration zone.
