Several Policy Measures on Consolidating and Strengthening the Upward Trend of Economic Recovery

and Further Promoting High-Quality Development

To earnestly implement the important instructions of General Secretary Xi Jinping at the recent meeting of the Central Political Bureau on unswervingly completing the tasks of economic and social development for the whole year, consolidate and strengthen the upward trend of economic recovery, and further promote Jiangsu to continue to lead in high-quality development, these policy measures are formulated.

I. Stimulating Potential Consumption

(1) Vigorously promoting the trade-in of consumer goods. Based on the national policies supporting the trade-in of consumer goods with extra-long-term special government bonds, provincial funds will be allocated to increase support for the trade-in of automobiles and green home appliances, and special activities will be held to promote the trade-in of energy-efficient home appliances, leveraging the role of fiscal subsidies.

(2) Developing and expanding service consumption. Strengthen the policy supply of the first-mover economy and create a professional service ecosystem. Allocate 165 million yuan to support local governments in expanding cultural and tourism consumption services, and allocate special funds to carry out film-for-the-people consumption activities. Develop new formats such as cruise tourism, RV camping, and low-altitude flight. Encourage museums to launch more high-quality cultural and creative products, develop night tour projects, and extend opening hours. Improve the functions of urban parks and embed outdoor ball fields and fitness facilities in open spaces. Formulate relevant policy measures to promote the high-quality development of the silver-haired economy. Cultivate and build industrial parks for the silver-haired economy. Support enterprises of elderly products and elderly care services to jointly provide "smart products + information platform + high-quality services" system solutions. Include elderly products and services in consumption promotion policies, and support local governments in issuing consumption vouchers and experience vouchers for the elderly. Promote the construction of elderly life experience centers (shops) in counties (cities and districts) with conditions.

(3) Increasing residents' income through multiple channels. Explore ways to increase the income of low- and middle-income groups through the use rights and income rights of land and capital. Improve the assessment mechanism for adjusting the minimum wage standard, improve the mechanism for reasonable wage growth, and adjust standards such as high-temperature allowances in a timely and appropriate manner. Establish a working mechanism for breaking through and directly determining the professional skill levels of enterprise skilled talents, and promote the dual improvement of skills and wages for skilled workers. Continue to increase the provincial minimum standard of basic endowment insurance for urban and rural residents by no less than 8%, promote pilot programs for collective subsidies for urban and rural residents' endowment insurance, encourage qualified units to establish enterprise annuities, and implement the personal pension system in a timely and comprehensive manner, steadily raising the standards of low-income security and other social assistance.

II. Supporting the Expansion of Effective Investment

(4) High-quality advancement of the planning and construction of "two major projects". Systematically sort out and reserve landmark, leading, and strategic projects, and actively seek support from extra-long-term special government bonds. Include key projects included in the scope of support from extra-long-term special government bonds in the provincial major project construction guarantee mechanism.

(5) Increasing support for equipment upgrades. Secure more funds for large-scale equipment upgrades from extra-long-term special government bonds, implement provincial matching funds, and support equipment upgrades and recycling and utilization projects in industries such as industry, environmental infrastructure, energy and power, transportation and logistics, science and technology, education, culture and tourism, medical and health, old elevators, agricultural machinery, and urban lifelines. The provincial finance will increase support for the upgrading and transformation of old equipment in chemical and hazardous chemical enterprises.

(6) Strengthening the element guarantee for major projects. Study and formulate a list of major service industry projects. Ensure the use of land, sea, and forest resources for major projects at all levels, comprehensively promote the combined approval of land and forest use, improve the efficiency of approval for industrial project land planning permits, construction project planning permits, and real estate certificates, and implement "land delivery means certificate delivery" in accordance with laws and regulations. Continue to promote the linkage of planning environmental impact assessment and project environmental impact assessment.

(7) Accelerating infrastructure construction. Accelerate the construction of "Water Transport Jiangsu" with internal and external connections, actively promote the early start of projects such as the Yantai-Taizhou-Xuzhou-Changzhou-Yixing Railway and the third phase of Nanjing Lukou Airport, and strive to complete more than 220 billion yuan in investment in the transportation sector in 2024. Coordinate the allocation of special funds to support major water conservancy projects such as the second phase of the Huaihe River into the sea waterway and the construction of new infrastructure. Accelerate the construction of projects such as the first phase of the Xuwu Nuclear Energy Heating and Power Plant, and complete more than 200 billion yuan in investment in the energy sector in 2024.

III. Cultivating and Developing New High-Quality Productivity

(8) Carrying out key core technology research and development. Organize and implement 50 national regional innovation development joint fund projects, 80 frontier technology research and development projects, and 40 major scientific and technological research and development projects to form original technologies and products. Establish a separate management system for intellectual property rights of scientific and technological achievements, and build a number of concept verification centers and pilot test verification platforms. In response to the blank areas in the inspection and testing capabilities of the industrial chain, 12 new provincial quality inspection centers, metrology centers, and industrial metrology testing centers will be built.

(9) Enhancing the competitiveness of advanced manufacturing. Give full play to the role of the provincial strategic emerging industry mother fund, promote the landing of investment in the first batch of 14 industry-specific funds, launch the establishment of the second batch of industry-specific funds, and provide incremental capital investment and continued support for equity holdings for qualified projects. Coordinate special funds to support the development of low-altitude economy, make every effort to obtain airspace opening, steadily and orderly promote the deployment of urban air traffic routes, and build a low-altitude flight service platform. Build a national key laboratory in the field of low-altitude industry science and technology at a high level, and cultivate a number of provincial major innovation carriers and leading enterprises with global competitiveness. Promote the clinical application of innovative drugs and devices. Guide the implementation of more than 2,000 key projects for upgrading old equipment and more than 1,000 key projects for green transformation. Formulate relevant policy measures for the provincial manufacturing talent support plan. Increase support for the cultivation of gazelle and unicorn enterprises.

(10) Promoting the integrated development of productive services. Focus on key areas to formulate policy measures to accelerate the high-quality development of productive services, and accelerate the development of modern productive services such as information services, technology services, modern logistics, financial services, business services, and intellectual property services. Cultivate and strengthen leading enterprises in productive services, and develop industrial Internet platforms.

(11) Guiding enterprises to enhance their independent innovation capabilities. Establish a provincial cultivation database for leading enterprises in science and technology, and support leading enterprises in science and technology to carry out applied research. Support enterprises in building high-level R&D carriers, and organize and implement about 100 industrial system collaborative research and development projects. Carry out pilot programs for "using first, then paying" scientific and technological achievements for small and micro enterprises. Expand the coverage of scientific and technological innovation vouchers. More than 90% of provincial science and technology business incubators have established incubation funds. Implement a special guarantee plan to support scientific and technological innovation. In 2024, promote the landing of 270 billion yuan in special credit for key scientific and technological fields.

(12) Promoting the integrated development of the real and digital economies. Formulate a new round of "Intelligent Transformation, Digital Transformation, Network Connection" three-year action plan, extending from the full coverage of above-scale industrial enterprises to small and medium-sized enterprises. Accelerate the innovative development of the digital economy and build characteristic industrial clusters. Cultivate and expand the data industry, and implement typical application scenarios of data elements. Carry out authorized operation of public data, build a multi-level and diversified data trading market, and build an integrated data market.

(13) Promoting the development of artificial intelligence. Formulate relevant policies and measures for artificial intelligence empowering new industrialization. Cultivate innovative leading enterprises and excellent industrial intelligent service providers in artificial intelligence, accelerate the large-scale implementation of intelligent applications, and create more than 5 key application areas for artificial intelligence.

IV. Building a New Model for Real Estate Development

(14) Strengthening the supply of "good houses." Accelerate the construction of a batch of high-quality, digital and intelligent improved residential buildings. Improve the proportion of star-rated green buildings in newly built buildings, and accelerate the energy-saving, water-saving and carbon reduction transformation of existing buildings and municipal infrastructure. Allow the construction of improved residential buildings on existing residential land that has been allocated but not yet constructed. In accordance with relevant national deployments, cancel the standards for ordinary and non-ordinary residential buildings. Optimize the scale and structure of land supply in accordance with the principle of "land allocation based on housing demand".

(15) Actively revitalizing existing housing resources. Integrate government rewards, housing subsidies, and real estate company preferential policies to support localities in adopting city-specific measures to expand the scope of real estate purchases using housing vouchers. Comprehensively promote repurchase, direct subsidies, and intermediary sales models to amplify the policy effect of "old-for-new" housing. Actively promote urban renewal, steadily implement the transformation of urban villages, and use housing vouchers and the acquisition of existing housing for resettlement.

(16) Optimizing the use policy of housing provident fund. Support employees in using housing provident fund for the construction and renovation of elevators in self-occupied housing, expanding the policy support scope to both parents of the employee and their spouse. Support employees in using housing provident fund for renting in their actual place of work. Support the merging of the amount of rent extraction for a certain period of time with the balance of their personal account to calculate the amount of housing provident fund loan that the family can obtain.

V. Supporting the Development and Growth of the Private Economy

(17) Optimizing the market environment for private enterprises. Reserve a certain proportion of government procurement and engineering bidding projects for small and medium-sized private enterprises. Formulate provincial policies and measures to address the issue of overdue payments to enterprises, and improve the long-term mechanism for clearing arrears. Promote the clearing of all accounts payable by provincial enterprises. Empower enterprises that meet the conditions to independently evaluate personnel, and support qualified private technology enterprises to conduct independent appraisals of intermediate and senior professional titles. Regularly conduct communication and exchanges with private enterprises, and establish a provincial key tracking service database for private enterprises.

(18) Encouraging and guiding the healthy development of private investment. Establish a working mechanism to ensure the provision of funds and elements for private investment, and include major private investment projects in the provincial mechanism for ensuring the construction of major projects. Implement the "non-prohibition, non-restriction" requirement, and promote the fair opening of competitive areas in infrastructure to operating entities. Support capable private enterprises to take the lead in undertaking major technological research and development tasks.

(19) Protecting the property rights and legitimate rights and interests of business entities equally and according to law. Carry out the work of cleaning up "pending cases" in enterprise-related criminal cases, and prevent and correct the intervention of economic disputes through administrative or criminal means. Regulate measures for the seizure, detention, and freezing of assets involved in cases, strictly prohibit the illegal application of coercive measures, and maximize the protection of normal production and operation of enterprises. Smooth the exit channels for bankruptcy of business entities.

VI. Promoting Steady and High-Quality Development of Foreign Trade and Investment

(20) Consolidating the basic market of foreign trade. Provincial, municipal, and county governments will work together to support enterprises in participating in more than 200 key overseas exhibitions each year. Increase efforts to expand growth points in green trade, such as "new three major items." Support the import of advanced technological equipment, key components, and raw materials. Increase support for newly opened foreign trade container routes, the development of rail-water intermodal transport, and the establishment of inland dry ports.

(21) Promoting the high-quality development of cross-border e-commerce. Develop "industrial belt + cross-border e-commerce," and create 30 cross-border e-commerce industrial belts such as smart home appliances and auto parts. Expand and improve the "City Procurement Pass" platform to serve and support the development of small and micro foreign trade enterprises.

(22) Vigorously attracting and utilizing foreign investment. Support foreign-invested enterprises in establishing regional headquarters and functional institutions, and provide financial and facilitation support in accordance with laws and regulations. Encourage localities to provide support within the scope of statutory authority for projects that meet the direction of industrial development and whose annual profit reinvestment amount exceeds a certain scale. Actively attract more long-term foreign capital to invest and start businesses in Jiangsu. Accelerate the promotion of open innovation in the entire biopharmaceutical industry chain.

(23) Serving enterprises' "going global." Support the construction of the Jiangsu "all-the-way companionship" comprehensive service platform for going global. Support qualified banks to focus on scientific and technological innovation, private small and micro enterprises, service trade, and digital trade, and facilitate the handling of current account foreign exchange receipts and payments for enterprises. Implement the policy of canceling the limit on the cumulative remittance amount of upfront costs for domestic enterprises' direct investment abroad not exceeding the equivalent of US$3 million, but the cumulative remittance amount shall not exceed 15% of the total planned investment by the Chinese side. Strengthen guidance on dealing with overseas intellectual property disputes.

VII. Solidly Promoting Agricultural Modernization

(24) Making every effort to ensure grain production. Maintain the per-mu investment standard for newly built high-standard farmland, increase the per-mu investment standard for transformation and upgrading to 2350 yuan, and cancel the requirement for supporting funds for 55 major grain-producing counties. Support the construction of grain storage facilities projects. Make every effort to promote comprehensive land consolidation across the region.

(25) Improving the development level of rural industries. Support smart parks and digital farms (pastures, fishing grounds) that meet the use of special fiscal funds. Provincial finance will provide subsidies for the newly added content of marine ranch construction in addition to central government subsidies.

VIII. Effectively Guaranteeing and Improving People's Livelihood

(26) Improving employment priority policies. Increase the intensity of developing public welfare positions, and help no less than 50,000 people from disadvantaged groups find employment. Expand the scope of government procurement of public employment services. Explore and promote the integrated development of vocational schools and technical schools, strengthen the practical ability training of college graduates, and implement the "strengthening skills" action for college graduates.

(27) Improving the level of public services. Orderly expand the enrollment scale of ordinary high schools. Continue to promote the expansion of high-quality medical resources and pairing assistance to areas with weak medical resources in the province. Establish a system to encourage public institutions to provide extended hours and value-added services for public resources at night and on holidays. Achieve full coverage of social security card issuance for various people's livelihood benefits, and launch a list of services that allow social security card holders to enjoy free or discounted transportation, tourism, and cultural experiences within the province.

(28) Improving and implementing policies to support childbirth and child-rearing. Formulate policies to encourage childbirth and reduce the burden on families. Promote the construction of comprehensive childcare service centers, and support qualified areas in providing one-time construction subsidies to universal childcare institutions. Establish an operating subsidy system for universal childcare institutions, providing financial subsidies based on the actual number of children enrolled. Establish a subsidy system for childcare for families in difficulty and families with multiple children. Explore the gradual expansion of free education, and implement "older and younger siblings study together" for children of multi-child families.

(29) Solidly advancing a new type of urbanization that is people-oriented. Promote Nanjing and Suzhou to further optimize their points-based household registration policies. Other cities should implement the full opening of household registration restrictions. Increase financial support for regions with large-scale agricultural transfer population settlement, many new settlers, and high basic public service costs. Improve the system of providing basic public services in the place of permanent residence. Increase the proportion of children of agricultural transfer population who attend public schools. Guide the agricultural transfer population to participate in basic enterprise employee pension and medical insurance. Promote the full coverage of basic medical insurance for urban and rural residents and other bottom-line services to the permanent population. Establish a coordination mechanism between the allocation of newly added urban construction land indicators and the increase in permanent population. Optimize the utilization of urban commercial land, promote the mixed development and utilization of land, and the reasonable conversion of land use.

IX. Strengthen the Supply of High-Quality Financial Services

(30) Reduce enterprise financing costs. Continue to maintain reasonable growth in the total amount of credit, and guide financial institutions to actively increase the provision of medium- and long-term loans to the manufacturing industry. Lower the application thresholds for manufacturing loan fiscal subsidies and "equipment guarantees." Provide interest subsidy support of no more than 1% per annum for qualified "Suzhi Loan" micro-enterprise loans. Launch the "Sulu Loan" product to leverage no less than 50 billion yuan in loans for cultural and tourism enterprises. Improve the "Suchuang Points Loan." Support "non-repayment renewal loans" mortgage registration.

(31) Enhance financial service capabilities. Guide financial institutions to continuously increase innovation, strengthen the supply of technological finance, green finance, inclusive finance, elderly finance, and digital financial products. Improve the provincial enterprise credit service platform, provide appropriate support from the provincial finance, and increase the research and development of credit products. Promote the transfer of private equity and venture capital shares to land and expand. Improve the fiscal reward and subsidy mechanism, and increase the support of financing guarantee institutions for small and micro enterprises, agriculture, and technology enterprises. Improve the reserve of listed companies, and support more high-quality enterprises to go public. Promote key cities to be included in the pilot program for equity direct investment by financial asset investment companies.

X. Improve Government Service Efficiency

(32) Continuously optimize enterprise services. Formulate effective policies and measures to reduce the overall logistics costs of society, vigorously develop multimodal transport, and comprehensively improve the radiation and driving force of national logistics hubs and national backbone cold chain logistics bases. Simplify the approval procedures for the opening of non-profit docks. Streamline and standardize the approval of engineering construction projects. Legally relax the implementation time limit of the enterprise comprehensive working hour system. Highlight the rectification of local protectionism, market segmentation, and other issues to maintain a fair competitive market order.

(33) Improve the quality of administrative law enforcement. Promote the standardization of administrative inspections involving enterprises, support local governments in implementing "comprehensive inspections once" joint law enforcement inspections, implement "credit + law enforcement" gradual supervision, effectively resolve the problem of "small offenses, heavy penalties" and other "inappropriate penalties," and promptly stop and correct problems such as random inspections and fines. Refine and improve the provisions on not imposing penalties and imposing lighter or reduced penalties for minor violations in the field of market supervision. Vigorously promote off-site management of the ecological environment and "off-site, contactless" law enforcement. For minor violations that are corrected in a timely manner and have not caused harmful consequences, administrative penalties shall not be imposed in accordance with relevant regulations.

The above-mentioned policies and measures shall be implemented from the date of issuance. Unless otherwise specified, the validity period of the policies and measures shall be until December 31, 2025.
