To thoroughly implement the major strategic deployments made by General Secretary Xi Jinping on promoting regional coordinated development and common prosperity, on September 12, Lu Zhong Hua, Party Committee Secretary of the Demonstration Zone, led a team to Liuba County, Hanzhong City, Shaanxi Province for a study and inspection tour. Shi Bangjian, Party Committee Secretary of Liuba County, attended the counterpart cooperation liaison meeting.

At the Tongzhouwan-Liuba counterpart cooperation liaison meeting, Shi Bangjian welcomed the inspection team from the Demonstration Zone and expressed his sincere gratitude for the care and assistance the Demonstration Zone has given to Liuba. He stated that since the formal pairing of Tongzhouwan and Liuba last year, the Demonstration Zone, with a strong sense of political responsibility and mission, has wholeheartedly provided assistance, giving great care and support in aspects such as cadre training, talent cultivation, industrial employment, rural construction, and township pairing assistance. They have sent many outstanding leading cadres and 36 professional and technical personnel to Liuba, invested 20 million yuan in aid funds, implemented 9 Su-Shaanxi cooperation projects, mobilized social organizations and charitable enterprises to donate materials and funds totaling more than 840,000 yuan, and carried out consumption assistance of 940,000 yuan, providing strong support for Liuba's rural revitalization cause.

Lu Zhonghua stated that the counterpart cooperation between Tongzhouwan and Liuba is both a political task to implement the requirements of the central government and provincial and municipal authorities, and an intrinsic need for both sides to learn from each other's strengths and weaknesses and achieve common development. We must focus on mutual integration and prosperity, and open up the entire chain of industrial cooperation. The Demonstration Zone will work with Liuba, relying on the characteristic resource advantages of both sides, to deepen industrial cooperation and strengthen pairing assistance in the fields of technological innovation, modern agriculture, and cultural tourism, planning and implementing a number of projects to promote development, address shortcomings, and strengthen weaknesses to enrich the people, and strive to deliver a new answer sheet for common prosperity. We must focus on mutual benefit and create a new pattern of joint construction. We will establish and improve a pairing system with multiple parties working together—the zone, towns, villages, and enterprises—to further promote the implementation of cooperation projects, provide guarantees for funds and services, and encourage more high-quality enterprises to invest and develop businesses in Liuba. We must focus on mutual interaction and assistance, and deepen the mechanism for exchange and cooperation. The Demonstration Zone will work with Liuba to further strengthen the two-way appointment of cadres and the pairing and exchange of talents, deepen cooperation in the fields of science and technology, talent, health, and education, and build and strengthen three teams: medical experts, backbone teachers, and agricultural technicians, comprehensively expanding the effectiveness of cooperation; actively build a platform for social participation, mobilize all sectors of society to participate widely in counterpart cooperation, and encourage both sides to continuously expand civilian exchanges and interactions. Through all-round integration, we will build a more solid bridge of cooperation and friendship, so that the cadres and people of the Demonstration Zone and Liuba can be like visiting relatives, frequently visiting each other and becoming increasingly closer!

At the signing ceremony that followed, the Demonstration Zone and the Liuba County People's Government signed a framework agreement on counterpart cooperation and exchanged funds; the Demonstration Zone's High-tech Comprehensive Industrial Park and Liuba County's Qinling Mountain Delicacies Logistics Park signed a cooperation agreement; the Sanyu Town of the Demonstration Zone and Madao Town of Liuba County signed a counterpart assistance agreement and exchanged funds; Dongyu Village of the Demonstration Zone and Hekou Village of Liuba County signed a cooperation agreement for "four-party double pairing and joint construction of a demonstration village"; Nantong Huateng Intelligent Equipment Manufacturing Co., Ltd. and Nantong Zongxin Textile Technology Co., Ltd. respectively exchanged donation funds with Liuba Middle School and signed agreements to establish the "Huateng Scholarship" and the "Zongxin Football Talent Scholarship".

That day, Lu Zhonghua and his entourage also visited Hekou Village in Wuguan Station Town to conduct on-site research on the development of the homestay industry and rural revitalization work. Afterwards, they also visited and comforted the three professional and technical personnel from Tongzhou Bay.
