To further consolidate the achievements of the three-year special campaign to deepen fire safety, and to ensure the stable fire safety situation in the demonstration zone, Tongzhouwan Demonstration Zone launched a comprehensive "Life First, Hazards Must Be Eliminated" and special campaign to investigate and rectify major fire safety risks throughout the district.

Actively Promoting Deployment and Strengthening Regulatory Responsibilities

The Tongzhouwan Demonstration Zone Fire Control Commission Office (消委办) spearheaded the organization of a deployment meeting for the "Life First, Hazards Must Be Eliminated" special fire safety campaign. Li Pei, member of the Demonstration Zone Party Working Committee, Ji Hengwei, director of the Fire Control Commission Office, and relevant responsible personnel from the Party and Government Office, Economic Development Bureau, Construction and Transportation Bureau, and Social Management and Security Bureau attended.

The meeting required that tasks be clarified, priorities highlighted, focusing on 18 categories of key locations, and key rectification of 13 types of situations, strengthening safety rectification, and effectively implementing fire safety responsibilities.

Strengthening Sense of Responsibility and Strengthening Investigation and Rectification

The District Fire Control Commission Office issued a task list for key tasks of the special campaign. Various member units actively held deployment meetings for the special campaign, strictly implemented departmental regulatory responsibilities, formulated special rectification action plans for their respective industries and fields, and actively carried out hidden danger investigation and rectification.

Concentrated Investigation and Rectification of Hidden Dangers under the Principle of "Life First, Hazards Must Be Eliminated"

Supervising units within their respective systems to comprehensively carry out the "Five Ones" activities (making 1 fire safety commitment to society, conducting 1 fire safety self-check, maintaining 1 building fire protection facility, organizing 1 staff training session, and conducting 1 staff emergency evacuation drill), and signing fire safety self-check commitment letters.

For fire hazards discovered during inspections, the competent authorities of various industries established a rectification responsibility list, clarifying the person in charge responsible for supervision and rectification, and implementing closed-loop management.

Special Investigation and Rectification of Major Fire Safety Risks

Based on the continuous promotion of the "Life First, Hazards Must Be Eliminated" special fire safety campaign, a special investigation and rectification campaign for major fire safety risks was simultaneously launched in the demonstration zone in 2023. The scope of rectification was extended from 18 categories of key locations to 23 categories.

Supervising and guiding 23 categories of locations to conduct self-assessment of risks, self-inspection of safety, and self-rectification of hidden dangers according to the key points of fire safety self-inspection and checks, and filling out the "Unit Fire Safety Major Risk Hidden Danger Self-Check Form".

Key Inspections

Multiple departments jointly conducted special inspections of labor-intensive enterprises, high-rise residential communities, and cold storage, focusing on life passageways and personnel accommodation in labor-intensive enterprises, the sealing of cable shafts in high-rise residential communities, the charging and parking of electric vehicles, insulation materials in cold storage, and the use of refrigerants. Any fire hazards and violations of fire safety regulations discovered during inspections were strictly ordered to be rectified in accordance with the law and regulations.

As of now, a total of 148 units have carried out the "Five Ones" activities, signing 148 fire safety self-check commitment letters. A total of 152 units were inspected, 254 prominent problems and hidden dangers were discovered, and 230 were urged for rectification.

Using Various Forms to Create a Wave of Publicity

To further clarify the fire safety responsibilities of departments, units, and citizens, enhance the fire safety awareness of the entire society, and improve the level of fire safety management in the entire district, Tongzhouwan Demonstration Zone has widely carried out fire safety publicity and education activities in combination with actual conditions.

Specialized Training

Widely carrying out "Five Entrances" fire safety publicity activities, using methods such as conducting fire safety lectures, distributing publicity materials, and face-to-face explanations of fire safety knowledge, widely carrying out suggestive and targeted publicity activities and guiding residents in the area to register on the National Fire Learning Cloud Platform to learn fire safety knowledge.

Since May, 15 fire safety publicity training sessions have been held, with more than 700 participants and more than 1500 publicity materials distributed.

Expanding Publicity Coverage and Creating a Strong Publicity Atmosphere

Through methods such as displaying publicity slogans on outdoor screens in the area, village and community loudspeaker announcements, and hanging banners, educating residents on how to prevent fires, use fire safely, extinguish initial fires, and check for fire hazards, allowing residents to learn some basic fire safety knowledge and unconsciously receive fire safety education.

Strengthening Emergency Drills and Improving Emergency Response Capabilities

The fire brigade optimized the emergency plan for handling fire accidents and actively organized personnel to conduct fire accident drills in the area's natural gas storage and distribution stations, further improving the emergency rescue and handling capabilities for sudden events and ensuring the high stability of fire safety in the area.

Conducting "Six Familiarizations" for key units in the area, familiarizing themselves on-site with fixed fire protection facilities, fire water sources, evacuation passages, and key areas, providing on-site guidance on discovered safety hazards, and actively carrying out fire safety publicity, effectively improving the fire safety awareness and self-protection and self-rescue capabilities of unit staff.
